INTRODUCTION
Handler is a relational database that uses the resources of computer systems on all hardware architectures, to ensure maximization of information loaded environments.

The set of datathat provides the ability to store and go to these recurrently defined as a relational model. It is also a product suite that provides a wide variety of tools.

It is the largest and most widelyused system of Data Base Manager (RDBMS) in the world. Oracle Corporation provides the RDBMS as a product added to the production line. It also includes four generations of application development, reporting tools and utilities.
Oracle runs on personal computers (PCs), microcomputers, mainframes and massively parallel computers. It supports about 17 languages, runs automatically in more than 80hardware and software architectures other without having to change a single line of code. This is because more than 80% of Oracle's internal codes are equal to those established in all operating systemplatforms.

JUSTIFICATION
Oracle is basically a client / server to manage databases. It is a product sold worldwide, but the great power it has and its high price makes it only looks at very largecompanies and multinationals, as a rule. In the development of Web pages it is the same: as a very expensive system is not as widespread as other databases, eg Access, MySQL, SQL Server, etc.
