Introduction

1. The Pope explains that he was unable to write sooner due to various calamities.
2. But having been delivered from revolution, he found himself burdened with therestoration of public order until now.
3. A second insurrection forced the Pope to take severe measures, and burdened him further with labour.
4. But now that he has been able to takepossession of his own Cathedral, he invokes the aid of the Virgin to help himself and the bishops to take the necessary measures to assist the flock of Christ.

Evil on the Rise- the Church must resist5. Infidelity to God has plunged the world into darkness, separating the wheat from the chaff.
6. Impiety, contempt for sacred things, disobedience to prelates have led to attacks on theChurch- resulting in revolution which attacks all legitimate authority.
7. In the face of such evils, it is not enough to condemn error but also to act to remove their source for the salvation ofsouls.
8. This will be accomplished if every novelty is resisted and all remain united to the See of St. Peter which is the foundation of the Church.
9. All must hold to the Deposit of Faith andbe submitted to the Pope who rules and judges the entire Church, and to the bishops who guard their particular churches.
10. It would be a crime then to attack ecclesiastical law as beingcontrary to natural law or inherently imperfect, or by declaring it subject to civil law.
11. Certain innovators demand reform in the Church’s structure and laws in the name of progress and renewal, butonly the Pope has the power to judge in these matters and change previous laws.

Specific errors

12. The bishops must rise and defend the law of clerical celibacy against the abominableleague which has risen against it, including apostate priests.
13. Christian marriage must likewise be defended against those wanting to undermine it by introducing divorce, reminding the faithful...
