: Procedures prior to the receipt of cargo.

In the course of two years of cargo operation at the bases of Sharana, Salerno and
Jalalabad, occasionally therehave been some problems related to airborne loads:





Discrepancies between the client and the flight crew regarding load weights.
Doubts related to proper scale calibration of thehelicopter cargo hook
Faulty external load strap or misused that may cause fall of the load in flight
Internal load with loose ties can be the cause of an accident when the load slides to
one side due to asudden movement or turbulence.

In order to mitigate the occurrence of incidents related to this issue, we have analyzed
performance of activities. Before transporting cargo, a representative ofthe base with
sufficient expertise and common sense should go to the load-dispatching station to check:
Weights, freight class and type (check compatibility), the coincidence between request andreality of the load, the proper use of nets and straps so that the external load behaves as a
single package and there isn´t any risk of falling loads during flight, the state of nets and
straps toensure capability of carrying the load without breaking due to rotten or weakened
conditions.
When the helicopter reaches the cargo area and can´t land (Salerno´s “sling yard"), having
to hover, thesame person who revised load as dispatched should receive the helicopter
confirming the load.
When the helicopter lands on the dispatch ramp to receive the cargo, is the responsibility
of pilot incommand that all crew members check the load to carry, verifying previous work
done by the person who was half an hour before reviewing it.
