1. The Royal Decree 1578/2008Royal Decree 1578/2008 introduced significant changes to the financial regime relating to power generation through solar photovoltaic technology which was previously governed by Royal Decree661/2007. This Royal Decree is based on the following objectives:
 The new decree reflects the government’s desire to limit the growth of installed photovoltaic power capacity, which has far exceeded thegoals set in the Plan for the Promotion of Renewable Energies and the previous decree 2007&2008.
 The need to promote the development of photovoltaic roof plants, according to the general policy ofsupporting distributed small plants.
 The desire to avoid the division of single PV plants into many separate companies in order to benefit from a more favorable feed-in tariff (many parks have beendivided into 100 kilowatt (kW) plants, formally owned by different companies, which are all managed centrally).
 The need to provide a stable legal framework for the investor.

2. Types ofinstallations

a) Type I. Installations on rooftops: Those installations that meet the following requirements:
- Installations on roof or facades of fixed, enclosed buildings (for residential, commercialor industrial uses)
- Installations on covered parking structures or on the roof that provides shade for top level parking and are situated on a land lot with an urban cadastral reference.

b) Type II. Installations on the ground or open field: All other installations that are not in type I.
