MODELO POLITICO

El modelo político existente en el estado español parte de :
- Gobierno Central 1 ( Camara Alta+Camara Baja
Senado y Congreso)
- GobiernosAutonómicos ( 19)
- Administraciones Locales (Ayuntamientos) 1 por pueblo
- Administraciones Territoriales (Diputaciones y Consejos Comarcales)

POLITICAL MODEL
The current political model in spain is the following:
- Central government 1 (Camara alta+ camara
Baja+ Senate and Congress) - Autonomous
Governments (19)
- Local Administrations (Town halls) 1 for village
- TerritorialAdministrations (Regional Councils)

La PRL es un tema que en estos momentos está compartido entre el
gobierno central y las comunidades autonomas, ya que las competencias
de trabajo y seguridad social, no estan totalmente transferidas a todas
las cominidades autonomas.
The PRL is a topic that in these moments is shared between the central
government and the autonomous communities,because the
competitions in safety at work, aren´t currently, transferred to all
regional councils

En el caso concreto de Catalunya, la ITSS, (inspección de trabajo) depende
administrativamente del Gobierno Central, pero orgánicamente del Gobierno
Autonómico, en este caso las Actas de infracción levantadas por in Inspector de
Trabajo, son confirmadas en últimoextremo por el Director General de Trabajo
del Govern Català (Generalitat de Catalunya) y no por el Ministro de Trabajo del
Gobierno español.

In Catalunya's concrete case, the ITSS, (inspection of work)
depends administratively on the Central Government, but
organically on the Autonomous Government,(GENERALITAT
DE CATALUNYA) in this case the Minutes of infraction raised
for in Inspector ofWork,must to be confirmed finally by the
General manager of Work of the Govern Català (Catalunya's
Autonomous government of Catalonia) and not by the
Minister of Work of the Spanish Government.

MODELO ADMINISTRATIVO
Las directrices técnicas de la ITSS, están compartidas y se realizan
reuniones entre los equipos de coordinación de ambas administraciones
con el fin de establecerdirectrices de trabajo.
Además, el soporte técnico de la ITSS, está totalmente transferido a las
Comunidades Autónomas, con los Gabinetes técnicos de prevención, los
Institutos técnicos de prevención o los centros de condiciones de
seguridad.
The technical guidelines of the ITSS, are shared and realize meetings
between the teams of coordination of both administrations with To
achieve to establishguidelines of work.
Besides, the technical support of the ITSS, is totally transferred to the
Autonomous Communities, with the technical Cabinets of prevention, the
technical Institutes of prevention or the centers of conditions of safety
work.

MODELO ADMINISTRATIVO
Tanto el Gobierno Central como cada Gobierno Autonómico,
puede legislar en materia de prevención de riesgos laborales
ysalud laboral, la única condición establecida es mantener
un orden en cuanto a competencias y que las normas deben
ser mas restrictivas cuando son legisladas por las CCAA que
si lo son por el Gobierno Central.
