Mr. Rau holds a double Master of Sciences in Planning from the University of Toronto, Canada, specializing in Transport Engineering and Energy Planning and is a Chartered Transportation Engineer (Institute of Transportation Engineers USA). He is a member of the Emirates Association for Energy Economics (EAEE Oil and Gas) with headquarters in Dubai and of the InternationalAssociation of Energy Economics based in the USA.
Mr. Rau has a total of 35 years of professional experience of which 20 years has been in the delivery of sustainable transport master plans, covering issues of energy use in transport and environmental management systems with special expertise in the fields of energy sector planning, institutional and policy analysis. He played a key role as TeamLeader, Transport Adviser and EIS Specialist in three mega urban mass transit projects in Canada, Peru and Colombia.
Over many years he has gained hands-on expertise on policies and procedures developed by multilateral development institutions, such as Europeaid, International Finance Corporation (IFC), World Bank (PPIAF), African Development Bank (ADB), and Inter-American Development Bank (IADB) aswell as bilateral agencies, such as USAID, the German  GTZ, Saudi Development Fund and Spanish Trust Fund in regards to state of the art procurement practices for Public Sector Participation (PSP), concessions auditing work on PSP modalities and risk management done by the Ministries of Public Works and Ministries of Energy in Algeria, Egypt, Morocco, Syria, Ecuador etc.
Mr. Rau also is providingconsulting services and expertise in the fields of energy policy, master plans for oil and gas, feasibility studies for pipelines and establishment of concession based projects. His advisory services in general  during the last 10 years have focused on identifying Infrastructure provision projects in transport, water,  oil, gas, electricity and wind energy in African and the Middle East which havepotential for PSP–PPP concession systems, stressing the separation and institutionalization of the four primary roles (policy making, regulatory, PPP contracting and operators).

2008-2009 in Syria: Senior Energy Adviser / Gas Specialist for Energy Network Plans and Regulatory Harmonization for the Arab Mashreq Gas Market Integration Project, Second Phase of theEU Formulation Mission for the 2010-2012 Euro-Mashreq Gas Program (Syria-Lebanon-Turkey-Iraq)
Main issues and inputs:
-Development of a policy matrix showing the legislative and regulatory harmonization in the energy sector (oil and gas) amongst partner countries, namely Egypt, Jordan, Syria, Lebanon, Turkey and Iraq with the European Union.
- Design of the pipeline studies to expand the AGP(Arab Gas Pipeline) from the Jordan Border to Homs, Aleppo in Syria to Killis in Turkey considering new links towards the Akkas gas field in Iraq and a sub-link connecting Syria to Lebanon.
-Foster in the formulation program a better harmonization of technical standards between partner countries gas networks with the standards of the EU when and where applicable.
-Proposal for a regional plan foroil and gas (Syria-Lebanon-Iraq-Turkey) considering the third stage of the AGP in order to promote regional integration of the energy market between the Mashreq countries  as well as the EU using Turkey as a land bridge for export oriented pipelines operations considering the issues of interconnected infrastructures  with respect to legislative and regulatory harmonization.
