RESUMEN
El presente documento permite brindar una visión más amplia acerca de la importancia en el fortalecimiento de la legitimidad institucional a través del aumento en la cobertura, capacidad y calidad de la atención a la primera infancia en Funza, Cundinamarca; entendida como base fundamental para el desarrollo de la concepción social del Municipio, mejorando sucalidad de vida por un lado y por el otro generando oportunidades de desarrollo económico y socio cultural de la región.
Para efectos del desarrollo de la investigación, se tendrán en cuenta herramientas sistemáticas que permiten abordar la problemática desde sus diferentes dimensiones, generando alternativas para dinamizar y optimizar la acción Estatal, permitiendo una mejora en las relaciones entrelos diferentes niveles de gobierno y la población en general.
El sistema de educación y formación en atención a la primera infancia se construirá como un sistema integral, bajo un enfoque en Derechos Humanos, orientado al desarrollo físico, social, emocional, cultural y cognitivo que potencializará las habilidades para pensar, hablar, aprender, razonar, generando impacto positivo en términos deldesarrollo del aprendizaje y el comportamiento a futuro.
Summary
The present document allows to offer a more wide vision brings over of the importance in the strengthening of the institutional legitimacy across the increase in the coverage, capacity and quality of the attention to the first infancy in Funza, Cundinamarca; understood as fundamental base for the development of the socialconception of the Municipality, improving his quality of life on the one hand and for other one generating opportunities of economic development and cultural partner of the region.
For effects of the development of the investigation, there will be born in mind systematic tools that allow to approach the problematics from his different dimensions, generating alternatives to stir into action and to optimizethe State action, allowing an improvement in the relations between the different levels of government and the population in general.
The system of education and formation in consideration of the first infancy will be constructed as an integral system, under an approach in Human rights, orientated to the physical, social, emotional, cultural and cognitive development that will promote the skillsto think, to speak, to learn, to reason, generating positive impact in terms of the development of the learning and the behavior to future.

JUSTIFICACION
La primera infancia será comprendida como el clico aquel en el que el ser humando desarrolla de manera integral comportamientos, físicos, sociales, emocionales y cognitivos, para efectos de la investigación se entenderá la primera infanciacomo el periodo comprendido entre el nacimiento y los seis años de un ser humano. (CONPES, 2009)
Como parte de los fines esenciales del estado, se encuentra el prestar una atención integral para el desarrollo de la población, siendo este fundamental para el ciclo de vida del ser humano, teniendo en cuenta su formación, crecimiento, desarrollo cognitivo y social.
