Rule 1 WFUNA Constitution (1) These Rules of Procedure are adopted in accordance with Article 42 of the WFUNA Constitution. (2) These Rules of Procedure have to be interpreted in the light of the WFUNA Constitution, in particular Article 42 hereto. (3) In any caseof conflict between the WFUNA Constitution and these Rules of Procedure that cannot be solved by means of interpretation, the WFUNA Constitution takes precedence. Rule 2 WFUNA-Youth in WFUNA (1) The World Federation of United Nations Youth Associations – youth (WFUNA-Youth) is the youth section of WFUNA. WFUNA-Youth facilitates communication and networking between the United Nations YouthAssociations of Member United Nations Associations of WFUNA and Youth Sections or Youth Programmes of the Member United Nations Associations of WFUNA and promotes their activities. (2) WFUNA-Youth is an integral part of WFUNA. It takes its decisions on project and budgetary matters autonomously but in consultation with the WFUNA Executive Committee and within the overall WFUNA budget, and subject toWFUNA´s general financial rules and regulations. Rule 3 Tasks of WFUNA-Youth (1) WFUNA-Youth contributes to the development and strengthening of UN Youth Associations and UNA Youth Sections or Youth Programmes. (2) This is done by helping UN Youth Associations and UNA Youth Sections or Youth Programmes to communicate and to share information and experience through various channels such as an internetplatform and capacity building seminars. (3) It is also done by being a platform for UN Youth Associations and UNA Youth Sections or Youth Programmes to carry out projects together as WFUNA-Youth projects. (4) WFUNA-Youth informs youth-NGOs about possibilities for participation at the UN. Rule 4 UNAs and UN Youth Associations in WFUNA-Youth

(1) A UNA can transfer its rights and responsibilitiesoutlined in the following rules to the national UN Youth Association if such an organisation exists in the respective country. It informs the WFUNA-Youth Coordinating Committee of such a decision. (2) When referring to UNAs in these Rules of Procedures only such UNAs are meant that are members of WFUNA. Rule 5 Membership in WFUNA-Youth (1) Membership in WFUNA-Youth is open only to UNAs. Rule 4applies to this regulation. (2) To be eligible for membership in WFUNA-Youth a UNA has to be a member of WFUNA. (3) Membership in WFUNA-Youth can be obtained at any time. A UNA obtains membership in WFUNA-Youth by determining at least one contact person for WFUNA-Youth within the UNA. The contact person shall be under 30 years of age. The UNA will thereupon be included in WFUNA-Youth. (4) Membershipin WFUNA-Youth does not affect the way youth is integrated in the UNA or the status of the UN Youth Association of the UNA. Rule 6 Organs of WFUNA-Youth The organs of WFUNA-Youth are the Plenary Meeting and the Coordinating Committee. Rule 7 WFUNA-Youth Plenary Meeting (1) WFUNA-Youth Plenary-Meetings are held parallel to every ordinary WFUNA Plenary Assembly. (2) An extraordinary session of theWFUNA-Youth Plenary Meeting shall be held at the request of two thirds of the members of WFUNA-Youth. (3) In the WFUNA-Youth Plenary Meeting each UNA can be represented by up to five youth delegates. They have to be below 30 years of age. (4) Each UNA has one vote at the Plenary Meeting. (5) The functions of WFUNA-Youth Plenary-Meetings are:
