INTRODUCCION

En este tratadito se hablara de una recopilación sobre los que es necesario hacer, saber que todas las personas son miembros del poder soberano, que somos ciudadanos de un estado libre. Sobrenegocios públicos, el derecho de emitir tu voto, meditar sobre las diferentes formas de gobierno y las razones para amar a nuestra patria.

LIBRO I
Se propone buscar si existe alguna regla de administración estable y verdadera. En este estudio se mantendrá unido el derecho y el interés, porque la justicia y la utilidad no pueden estar separadas.

CAPITULO I (objeto de este libro)
Habla sobre unarelación entre el orden social, el derecho natural (primeramente) y el derecho sagrado.
La fuerza no constituye derecho alguno.
La libertad es de cada quien.
