1 INTRODUCTION
The Port of Rotterdam is set to expand throughout the next fifteen years. More goods will arrive, more companies will set up their business in the port and there will be more demand for specialized knowledge and services. This expansion will be good for the Netherlands and good for Rotterdam, but it will not be all smooth sailing. An expansionthat benefits the country, the region and the city, demands that choices be made. The municipality of Rotterdam and the Port of Rotterdam make these choices in Port Vision 2020: a vision for the future of the Port of Rotterdam. ‘Quality’ is the key to this plan. Port Vision 2020 has three objectives: • to reinforce the international competitive position of the port and industrial complex; • to helpstrengthen the economic structure of the city and region; • to contribute to a better residential and living environment in the region. Among the important components of Port Vision 2020 are the following: • constructing a port extension into the sea; • bringing together the port, housing and work in the City Ports (Waalhaven, Eemhaven, Merwehaven / Vierhavens); • improving the accessibility ofthe port by water, rail, road and pipelines; • strengthening the existing business clusters in the port; • devising creative solutions for uniting the port, industry, housing, natural amenities and recreational facilities on the right and left bank of the River Maas. Port Vision 2020 is a plan that outlines key areas and offers a framework for the spatial and economic developments that are neededfor the future.
The decision on Maasvlakte 2 and the agreement established between the municipality of Rotterdam and the joint environmental organizations entitled ‘Vision and Daring’ provided important starting points for Port Vision 2020. The final decision to construct Maasvlakte 2 in the North Sea

A continuation of Por t Vision 2010 Port Vision 2020 is a continuation ofPort Vision 2010 from 1993, which envisaged considerable expansion of the port and industrial complex, and forecast a severe shortage of space sometime around 2010.

In retrospect, the forecasts have become reality. Many of the ambitions presented in Port Vision 2010 have been realized. The Eemhaven, Botlek and Maasvlakte Distriparks have been developed and largely allocated. A modern fruit andjuice cluster, Fruitport, has been realized. New container terminals have been set up on the Maasvlakte and in the Waalhaven, and dry bulk terminals in the Botlek. The Betuweroute freight rail line is under construction, and the A15 is being modified in many ways. The quality of the environment has also been improved. Meanwhile, local obstacles remain.
