4 STAGES:

1)« Tell us about yourself» all aspects of trade and economic policies are explained to a working party made of WTO

2) The second stageis the longest one: bilateral talks between the applicant and all its trading partners (the Eu, the US). Commitments are made by the applicant regarding tariffs, market access and other issues likeSPS ( sanitary and phytosanitary measures regarding food imports), intellectual property, TBTTs ( technical barriers to trade: red tape, administrative weight).
Ex: RussiaThe first trading partner is the EU:
-issues: SPS: veterinary certification required for food imports
-double pricing of energy: gas export prices 6times moreexpensive than domestic prices.
-intellectual rights ( counterfeiting)
-double pricing: rail transportation, air transport; Russia agreed to lower rates for foreign goods andairlines crossing its lands.
-export duties on wood: Russia agreed to lower export duties to increase exports to Finland

In 2004, Russia agreed to sign the Tokyoagreement, it was important because thanks to Russia the agreement came into force. This is not a concern to the WTO, yet it contributed to the EU’s approval of Russia.

In2004: the Eu gave Russia the green light to enter the WTO

The US: in 2006 Russia complete talks with the US

Market access to services:Russia allowed foreign ownership of banks, of insurance companies, of investment companies, and of telecommunications companies.
National treatment for foreign professionals:architects, accountants, lawyers, healthcare professionals, engineers.
