SUMMARY OF "INFORMATION AND COMMUNICATION SYSTEM AND
TECHNOLOGY PLANNING AS A MEANS OF USINGKNOWLEDGE: Application
to ULPGC."
The goals of this thesis are two. First to propose a methodology to develop
information and communication system and technologies plans (IS/ICT) that can be
used as a means to use knowledge and intellectual capital that universities have.
Second, validate this methodology trough its application to ULPGC. To aim this two
objectives, we structure this thesis in fivechapters.
First chapter is dedicated to knowledge management and intellectual capital
management in organisations, starting by defining data, information, information
system, knowledge and intellectual capital.
Second chapter is related to describing information and communication technologies
that can be used for knowledge and intellectual capital management. We review their
maincontribution to this work and the application of each of them.
Third chapter is about planning, starting from strategic planning in organisations.
After this, public sector is dealt with and finally, planning of IS/ICT is analysed.
Chapter ends with the main techniques and tools needed to gather data and
information and for analysis.
In fourth chapter the methodological proposal above mentioned iscarried out. Finally
fifth chapter is dedicated to applying it to ULPGC with the goal of developing its
IS/ICT plan. This work ends with a section that includes a summary and the main
conclusions obtained.
