Preocupaciones ambientales ycomerciales
La interrelación entre comercio y ambiente es un tema que ha sido incluido en las agendas de diversas organizaciones internacionales tales como: la OCDE, el Banco Mundial, el Fondo Monetario Internacional, las Naciones Unidas y el Acuerdo General de Aranceles y Comercio (GATT).
Se han planteado muchos supuestos acerca de tal interrelación, aunque prácticamente no hay datos empíricospara apoyarlos o rechazarlos. Por una parte se considera al comercio como un instrumento de crecimiento y desarrollo, que bien manejado amplía las opciones para la protección del ambiente, y por otro, se teme que las políticas comerciales y la liberalización del comercio puedan incidir negativamente en el ambiente, en el caso de no contarse con políticas ambientales apropiadas.
