SUMMARY
IESS Hospital is an organism of vital importance at national level so that it is the agent of the Social Security, that has influence at national level. To be able to offer all the benefits, the IESS is financed through the State, the boss and the insured or affiliated. The Services that the IESS lendsare summarized in: illness contingencies, maternity, work risks, inability, cessation, disability, old age and death. The service to the member is the basic priority of the IESS, all technical administration and office worker is guided to satisfy his necessities and requirements, for that the personnel that work inside the IESS should make an effort in giving appropriately, quality and optimizingthe available resources for the different services. Regrettably the Medical Units of the IESS, they have hold an organization and a work system that it has not varied substantially several years ago, at the moment the IESS, it is presented outside of the development context, creating strategies of subsistence independently, without a clear direction neither orientation. For such reason the studyof our proposal is guided to improve the operation of the administration of services of health and therefore the efficiency and the quality of medical attention given. The present investigation uses the focus of Improvement of the Quality attention of External Consult in the IESS of Riobamba.
