To meet these requirements, organizations must have a properly skilled and trained personnel in the area of human resources, who are responsible forcarrying out the recruitment process. This does not happen in public institutions; example of this, is that government agencies are not considered Directorates or Departments of Human Resources as astrategic unit to ensure the entry, maintenance and staff development with organizations. It should be noted that public enterprises are few functions in the administration of
personnel for manningof candidates to fill vacancies, which are: planning, recruitment, selection, installation, training and guidance. As well as human resource development.
Also the development of human resources isnot taken into consideration as an important activity for organizations. It is a fact that the vast majority of people who enter the various public entities in Venezuela do not go through therecruitment process, but use other systems like party applications, personal recommendations, family ties, among others.
