THE STATE OF EDUCATION IN PERU: SIGNS OF IMPROVEMENT?
Undoubtedly, one of the most urgent institutional reforms to be carried out in our country lies in the field of educational policy. Theimportance of an equitable and efficient education system as a major driving force behind the development of the country, has been recognized through various reform initiatives presented by the NationalCouncil of Education (2005), the National Competitiveness Council National Plan of Education for All (2005-2015) [1], among others.

Given the current situation, it is inevitable to ask about the currentstate of education in Peru, the social policy developments in this field, and the challenges and priority tasks ahead over the coming years. Between 2002 and 2005, have shown slight improvements insome indicators, such as the decrease in dropout and repetition rates, but perhaps the most important advance is in the various initiatives to promote educational standards, which aim to establishgoals learning to guide and articulate the system, so to facilitate accountability.

However, several studies [2] agree that two of the most important problems remain to be inequity in access and lowquality of education. For example, despite the wide coverage of primary education reaches 96.1%, this drops to 85% in secondary education, and even lower to 62% in early education, worse yet, differingby severity of poverty , we see that coverage in primary education is still critical in the case of extreme poverty, reaching only 43%. On the other hand, only a small proportion of students reacheslevel sufficient learning in mathematics (15.1%), and reading comprehension (9.6%) corresponding to grade level.

Considering that the issue of academic achievement is the medium term, should seizethe current financial situation of the economy to implement a comprehensive education reform that prioritizes equity, quality of education and infrastructure
