INTRODUCTION
The government of Venezuela, Mexico, the Croatia, Sweden and Cameroon:
CONVINCEDof the importance of conserving, of protecting and of improving the environment in its territories and of which the cooperation in these lands is an essential element to reach the viable development,to the benefit of the present and future generations;
REAFFIRMING the sovereign right of the States to take advantage of its own resources according to its own environmental policies and ofdevelopment, as well as their responsibility of guarding because the activities under their jurisdiction or control do not cause damage to the environment of other States nor to zones outside the limits ofnational jurisdiction;
RECOGNIZING the interrelation of its average atmospheres;
ACCEPTING that the economic and social bonds between us are more and more narrow;
CONFIRMING the incorporatedimportance of the goals and environmental objectives in the protocol of Kyoto;
CONVINCED that the environment closely is bound to the economic thing, the social thing, economic and the politician;EMPHASIZING the importance of the participation of the society in the conservation, the protection and the improvement of the environment;
TAKING INTO ACCOUNT that exists differences in their respectivenatural wealth, climatic and geographic conditions, as well as in its economic, technological capacities and of infrastructure;
REAFFIRMING the Declaration of Stockholm on Human Means of 1972 andthe Declaration of River on the Environment and the Development of 1992;
REMEMBERING its tradition of environmental cooperation and expressing its desire to a head support and to take international tothe environmental agreements and the existing policies and laws, in order to promote the cooperation among them.
