1. INTRODUCCIÓN

Debemos comenzar por analizar el término contribución, que aunque suele confundirse con el impuesto en forma inexplicable, es en realidad genérico y abarca las distintas formas de prestación que serealicen en beneficio del estado, cuando asumen el
aspecto de aporte regular y obligatorio.
Dentro de esta categoría de recursos obligados y periódicos, los impuestos constituyen sin duda, el elemento principal; pero existen otros ingresos de condición semejante, cuya importancia crece día a día como recurso, que son las tasas.
