RESUMEN
Los gobiernos para lograr transmitir a futuras generaciones el acervo histórico de lasnaciones que representan,
necesitan preservar y difundir la documentación que contiene la memoria histórica del país, adecuando su formato y
modo de conservación a las crecientes exigencias de consulta, haciendo uso de las Tecnologías de la Información y la
Comunicación (TIC) y de estándares abiertos que permitan interactuar a los ciudadanos con sus sistemas
informáticos.
Para garantizar laelaboración de descripciones coherentes y facilitar la recuperación y el intercambio de información
sobre los documentos de archivos, en 1999 el Consejo Internacional de Archivos (CIA) propuso la Norma
Internacional General para la Descripción Archivística ISAD(G). Para lograr que los diversos sistemas puedan
intercambiar estas descripciones, un proyecto de la Biblioteca de la Universidad deCalifornia junto a diversas
organizaciones definió una estructura de etiquetas para la codificación de los instrumentos de descripción de archivos,
que en su versión actual (EAD 2002) es compatible con ISAD(G) y emplea XML (eXtensible Markup Language)
para su representación.
El propósito del “Uso de estándares abiertos para intercambiar información entre Sistemas de Archivos Históricos” esfacilitar un adecuado tratamiento archivístico para contribuir a la conservación y difusión de la documentación
almacenada en los Fondos Documentales de los Archivos Históricos mediante el uso de sistemas que permitan el
intercambio de descripciones de documentos de archivo empleando tecnologías libres y abiertas, ayudando a mejorar
el acceso a la información contenida en el patrimonio documental delas naciones, atendiendo al concepto de
soberanía tecnológica.

USE OF OPEN STANDARDS FOR EXCHANGING INFORMATION BETWEEN HISTORICAL
ARCHIVES SYSTEMS
ABSTRACT:
The governments to be able to transmit to future generations the historical heritage of their nations, they need to
preserve and to diffuse the documentation thatcontains the historical memory of the country, to adapt their format
and conservation mode to the growing demands, making use of the Information Technologies (IT) and of open
standards that allow to communicate to the citizens with their computer systems.
To guarantee the elaboration of coherent descriptions and to facilitate the recovery and the exchange of information
on the documents ofarchives, in 1999 the International Council on Archives (ICA) proposed the General
International Standard Archival Description ISAD(G). To achieve that the diverse systems can exchange these
descriptions, a project of the Library of the University of California jointly to diverse organizations defined a
structure of labels for the code of the instruments of description of archives that in its currentversion (EAD 2002) it
is compatible with ISAD(G) and uses XML (eXtensible Markup Language) for its representation.
The purpose of "Using open standards for information exchange between Historical Archives Systems" it is to
facilitate an appropriate treatment of the archives documents to contribute to the conservation and diffusion of the
documentation stored in the Founds of the HistoricalArchives by means of the use of systems that allow the exchange
of descriptions of archives documents using free and open technologies, helping to improve the access to the
information contained in the documental patrimony of the nations, assisting to the concept of technological
sovereignty.
