How e-File of the IRS turned to 100 million Americans in e-Citizens?
Challenges of this permanent change

About 100 million Americans have become e-Citizen, thanks to the fact that every yearthey must use the technology to do annual taxes with Internal Revenue Services (IRS) the agency that receives and reviews the American’s tax declarations.
E-Citizen is a person who had most transactions through the Government for network, example paying bills or doing taxes declaration via network technologies.
About taxes, 25 years ago everything was in paper by regular mail. That finished.Nowadays, in the high season of taxes (between January and April of every year), the post offices are empty. All the action is happening in some point of the city, from a personal computer connected with Government’s computers. An incredible relation between citizen and Government, well-known “G2C”, that’s mean Government-to-Citizen. ("The Rise of the E-Citizen," p. 3)
Every year more citizen theyovercome the fear to the technological networks. The number of
e-Citizens are growing. The Government have new challenges like fraud, identity theft and technology access.

What is e-Government?
Definitions of e-Government range from “the use of information technology to free movement of information to overcome the physical bounds of traditional paper and physical based systems” to “the use oftechnology to enhance the access to and delivery of government services to benefit citizens, business partners and employees.”
The common theme behind these definitions is that e-Government involves the automation or computerization of existing paper-based procedures that will prompt new styles of leadership, new ways of debating and deciding strategies, new ways of transacting business, new ways oflistening to citizens and communities, and new ways of organizing and delivering information.("," 2007, p. 2)
Ultimately, e-Government aims to enhance access to and delivery of government services to benefit citizens. More important, it aims to help strengthen government’s drive toward effective governance and increased transparency to better manage a country’s social and economic resources fordevelopment.
The key to e-Government is the establishment of a long-term, organization-wide strategy to constantly improve operations with the end in view of fulfilling citizen needs by transforming internal operations such as staffing, technology, processes and work flow management.
E-Government should result in the efficient and swift delivery of goods and services to citizens, businesses,government employees and agencies.
To citizens and businesses, e-Government would mean the simplification of procedures and streamlining of the approval process. To government employees and agencies, it would mean the facilitation of cross-agency coordination and collaboration to ensure appropriate and timely decision-making.

Types of e-Government transactions
E-Government services focus on fourmain customers: citizens, the business community, government employees, and government agencies. e-Government aims to make interaction with citizens, businesses, government employees, government agencies and other governments more convenient, friendly, transparent, inexpensive and effective.
The four types of e-government services are Government-to-Citizen (G2C), Government-to-Business (G2B),Government-to-Employee (G2E), and Government-to-Government (G2G).
G2C includes information dissemination to the public, basic citizen services such as license renewals, ordering of birth/death/marriage certificates and filing of income taxes, as well as citizen assistance for such basic services as education, health care, hospital information, libraries, and the like.
