3. Well, currently the U.S is in a very good place in terms of relationship with Russia. It actually all began with what the Russians call pauza,which means pause. I've always been one to carefully think and plan out my next move when it comes to foreign affairs. However, what really helped repair and build theU.S-Soviet relationship is the Washington Summit that was held in June. Soviet Premier Mikhael Gorbachev and I both signed a reduction of arms agreement, which decreased the nucleararsenals produced in the U.S and Russia. And in July, Gorbachev and I met again in Moscow to sign the Strategic Arms Reduction Treaty.
4. I feel that because of the UnitedStates' deep involvement in foreign affairs, the national defect increased. As a result, even though I did not want to, I felt that the only way to combat the defect was toto raise taxes. Also, perhaps because of the weakening economy and violence in inner cities, the people of America felt that they wanted a change of how things were done.
