572RESUMEN

El concepto de Potencial Científico incluye la investigación fundamental, la aplicada y el desarrollo. Sin embargo, no puede ser examinado sólo
desde el ángulo de los indicadores cuantitativos, sino que es fundamental
examinarlo también desde el punto de vista cualitativo. Uno de los factores
más importantes que se debe analizar es la cadena ciencia - producción. En
su análisis,se tratan temas como la interacción ciencia - técnica - producción y la influencia que la tecnología ejerce sobre las estructuras sociales,
sobre su cultura y sus concepciones ideológicas. Sin embargo, se hace claridad sobre la no identidad del progreso tecnológico y el progreso social,
siendo el primero una condición necesaria, pero no suficiente, para que
haya progreso social. En su segundaparte, el artículo incluye una discusión
acerca del potencial científico y el rendimiento de la ciencia, y finaliza con
una serie de inquietudes sobre Latinoamérica y los conceptos estudiados.

ABSTRACT

The concept of Scientific Potential includes the basic research, the appliedresearch and the development. Nevertheless, it cannot be only examined from the
point of view of quantitative indicators but also from the point of view of qualitative ones. One of the most important factors to be analyzed is the chain science
- production. This analysis deals with topics such as the interaction science - technique - production and the influence technology has on socialstructures, their culture and ideological conceptions. However, it is made clear that technological progress
is not identical to social progress. Being the former a necessary condition but not a
sufficient one, for the latter occurs. In its second part, this article includes a discussion about the scientific potential and the science output, and it ends with a series
of questions on Latin America andthe studied concepts.

INTRODUCCIÓN

E

n un trabajo anterior (Díaz, 2000) hemos planteado que el sistema
de actividades que abarca el concepto de Potencial Científico incluye
la investigación fundamental, así como laaplicada y el desarrollo. Este
tipo de investigaciones constituye el núcleo de un sistema más amplio,
caracterizado por la noción de Potencial Científico y Tecnológico
(Mikulinskij & Kara-Murza, 1986; Vinokurov & Mitin, 1986; Díaz, 1996).
