Implement a quality program in an organization, there are several proposals, most authors agree on the need to assess the current status of the company, as well as test new forms ofrelationships between areas, to streamline processes and avoid bureaucracy and duplication of work, and something very important in what is also no coincidence, the need for management to be convinced of the program and implement it in senior management, before taking him to the base, because quality policies are exercised from the top of the occupational pyramid, making it a great challenge for the managersmeet them and keep them, as well as their responsibility to acquire and apply technology and innovative methods to help raise productivity and to secure their market position.

As can be seen, this represents a great challenge and to cope with what is needed before the same quality program, is a leader within the organization. Being the leader so important to implement a quality program in anorganization, it is necessary that we pause a moment to think about what should be understood by a leader and what kind of leader is needed in an organization.

The cultural system is a survival strategy for society since they are the regulations which cover a range of actions people interspersed with each other to meet their needs. This is a mutually supportive relationship with the economy andpolitics, that is, under a system of beliefs is justified social order. Furthermore, any sociopolitical system complements and builds on both a moral order to gain legitimacy because of it.

In the book Culture Management (Kras, 1990) a comparison between Mexican managers and American managers. On the executives says that Mexicans are very sensitive, this sensitivity is sometimes misunderstood asbeing "very delicate" but in reality is a deep emotional reaction to situations that involve him personally. So try to avoid actions that place him in a negative or confrontational position. When revisabamos what has been written about leadership in management theory, we fell into account that it pays much attention to the value thatindividuals should take to work. It is interesting to recognize that in Mexican culture, the work is considered a necessity to get enough money and enjoy the truly important things in life such as the pleasures of family life, friendships, recreation and leisure. It is worth remembering that the Catholic world, work is a punishment for sin committed in Paradise, "eat by the sweat of your brow." What isrelevant here is that the Mexican does not delight in making this work its main activity. No, work is a necessity, so the less the number of hours required, the job is more attractive.
