Proposal for the work of the conference

1. Introduction

1.1 This contribution presents proposals to the worldconference to debate about the Internet censorship. The intent of these proposals is to support and regulate the content that is illegally circulating.

1.2 Internet piracy is part of the culture.The unauthorized downloading and streaming of movies and television shows from the Web is a growing problem for the entertainment industry around the world. In a few key countries such as Spain,however, it has become an epidemic that is forcing movie studios to consider no longer selling DVDs in the country.

2. Spain’s’ View on Internet Censorship

3.1 Sinde Law

First, The lawcreated a new intellectual property commission designed to review requests from copyright holders about websites that they claim infringe upon their copyright. The commission has the authority todetermine whether to take action against the website or content intermediaries such as the internet service provider (ISP) or hosting provider. The commission's ruling is evaluated by a judge, with the goalof completing the entire review process within 10 days.

Second, The law has a provision that also requires content intermediaries to respond more quickly than under previous law: websitesdetermined to be in violation of copyright law must be taken down within 48 hours.

Finally, the law has a significant impact on individual privacy rights: it allows impacted parties to seek the identity ofthose they believe to have infringed on their copyright.

3.2 Sopa Law

Sopa aims to stop online ad networks and payment processors from doing business with foreign websites accused ofenabling or facilitating copyright infringement.
