1,Social and economic situation
In this assignment I make a study of the tourism development, and it is based on a small village located on the north of Spain, more specifically in the north of Catalonia. This settlement is called Rasquera, and it has a population of 900 people. It is a picturesque area with stone buildings and with a castle that dates back to the 12th century.
As this hamlet has amediterranean climate, it has hot summer and prolonged wet periods in winter so, until the moment, the economy of this small town take in advantage this fabulous climate, basing their economy on raising goats and cultivating olive oil, fruits and other Mediterranean cultivates.
The problem arose this year, when they realized that their public debt reached 1,3 million euros. Actually, everybodyknows that this is not a good moment for Spanish economy, but anyone thought that this crisis will affect to small councils too. This made the mayor of this village think about a plan to solve this huge problem, because even him, Bernat Pellisa1, though about resigning.
The search of sources of needed revenues resulted on a vote to lease land for growing marijuana. The idea is for private citizensto lease or lend to town hall, which would then create a company to manage the land and lease it to an association of marijuana-smokers in Barcelona and to attract people from other areas to smoke there.
This town has a serial social problem, because their population is just of 962 and most of them are older than 60 years old, as we can see in this pyramid2:

This solution found by the mayor is positive for their social problem too, as young people will not leave the settlement and more people from other citieswill go there to work.
So from now, moreover than its goat cheese and its excellent olive oil, Rasquera will be known for opening the debate of marijuana legalization.

2, Identification of the stakeholders and actors involved in intervention
Although the creator of this plan anti-crisis was the mayor of Rasquera, the stakeholder is the private sector. It is an enterprise who is going to growthis drug and, furthermore they bought the acres and I said that it is in charge of this project the private sector because they will have their customers too, the visitors of this town.
The group that wants to acquire the marijuana, called ABCDA3, said on its website that it will make an initial investment of 36,000 euro and, after that, they will pay 550,000 euro per year to Rasquera. Arepresentative of ABCDA said the project would create 40 jobs in Rasquera – workers to grow, harvest and package the pot.
For crops ABCDA has already booked a 7,5 acre farm miles of this community- roughly the size of 10 football pitches. Still, the green shoots planned to finish with the crisis will not have an easy growing as justice has their eyes on the initiative.
