1 Whereas there has been a very noticeable and troubling
2 increase in police brutality cases during the last two years
3 (2009-2010), across the 50 states of the United States of America
4 and its territories, with around 1,600 reports of police misconduct
5 and almost $412, 783, 800 spent on misconduct related civil
6judgements and settlements [recorded by the NPMSR],it is proposed that
7 we establish compulsory fines, suspension, termination of licenses, and
8 prison, depending the case and its circumstances.

10 Section 1: Terms
11 Sub-SECTION A: Law enforcers- government employees, the duties of
12 whose position is primarily the prevention,investigation, apprehension,
13 or detention of individuals suspected of offenses against the criminal law.
14 Sub-SECTION B: Police brutality- intentional use of excessive force, mostly
15 physical.
16 Sub-SECTION C: Firearms- a weapon capable of firing a projectile and using.
17 an explosive charge as a propeller.
18 Sub-SECTION D:Tasers- uses propelled wires or direct contact to electrify
19 and incapacitate a person temporarily.
20 Sub-SECTION E: K9- dog that is trained specifically to assist police and
21 other law-enforcement personnel in their work.
22 Sub-SECTION F: Baton- stick of less than arm's length—usually made of
23 wood, plastic, or metal.
24Sub-SECTION G: Pepper Spray- chemical compound that irritates the eyes

46 SECTION 3:Civilian Abuse Complaint Review Board (CACRB)
47 Sub-SECTION A: The CACRB will be a federal agency with boards
48 composed of civilians tasked with investigating complaints about alleged
49 police misconduct.
50 Sub-SECTION B: Each board will be composed of 1 executive director, 10
51 civilians and 5 professional investigators, who will begovernment employees.
52 Sub-SECTION C: There will be at least 1 office in every U.S. state and territory.
53 Sub-SECTION D: Although investigations will be supervised by police
54 department investigators and employees, they will not be able to interfere.
55 Sub-SECTION E: All board members will undergo a training regimen.
