Strategy and Policies
The 2003 World Bank Water Resources Sector Strategy presented a concrete framework to guide Bank assistance in the water sector. A new mid-cycle implementation progress report, Sustaining Water for All in a Changing Climate, shows that after seven years, the principles of the Strategy are still very much at the core of future work, and will continue to define what changesare needed to respond effectively to the complexities of a changing environment. The report shows:

* Annual commitments in water projects increased from US$1.8 billion to US$6.2 billion with a focus on those countries with the greatest needs.
* More projects are systematically linking the availability of water with its use, with a more holistic look the impact on theenvironment, society, poverty and health.
* The Bank re-engaged in infrastructure as a priority area with a continued focus on management reforms, benchmarking and public-private partnerships.
* Despite reputational risks, the Bank has increased its investments in large and complex hydraulic infrastructure projects with a focus on safeguard Operational Policies.
* New instrumentssuch as Country Water Resources Strategies, Water Public Expenditure Reviews and tools to ensure public engagement are helping countries manage water resources more sustainably.
* Upstream analytical work is facilitating long-term cooperation in international rivers and trans-boundary issues to avoid conflict over water.

Moving forward, the Bank will position water at the core of helpingcountries adapt and mitigate the effects of climate change. It will also mainstream water projects into other sectors such as environment and energy and increase assistance to agricultural water management to help farmers use water more efficiently to meet the world's growing demand for food. To help monitor progress as the strategy is implemented through 2013, the World Bank developed a new resultsframework

Other Strategy Documents

The Bank's water practice is also guided by the 2008 Sustainable Infrastructure Action Plan which provides a three-year framework for to help countries improve the reach and quality of infrastructure investments through increased financial and analytical support.

The Water Supply and Sanitation Business Strategy (2003) identifies key areas on which theBank should focus, strategic priorities at the regional and sub-sectoral levels, and operational choices in terms of instruments, levels of future World Bank assistance, and associated resource implications. The strategy is a document intended to guide the Bank’s assistance to the water and sanitation sector over the FY03-07 period.


Directions in Hydropower summarizes key issues in scaling uphydropower for poverty alleviation and sustainable development. It outlines the rationale and context for sector expansion, as well as the risks. It describes the World Bank Group's role in scaling up and sets priorities for supporting sustainable hydropower in a two track approach comprising lending and non-lending activities.

An evaluation by the Independent Evaluation Group (IEG), entitled"Water and Development: An Evaluation of World Bank Support, 1997-2007," examines all the water-related projects financed by the World Bank between fiscal 1997 and the end of calendar 2007. Bank activities related to water are large, growing, and integrated.
The Program

The Water Partnership Program (WPP) is a multi-donor trust fund established in 2009 and administered by the World Bank’sWater Unit in the Sustainable Development Network. The WPP consolidates two previous programs, the Bank-Netherlands Water Program in Supply and Sanitation (BNWP) and the Bank-Netherlands Water Partnership Program in Water Resource (BNWPP) into an improved realignment and restructuring of these programs.
