RESUMEN

Laformación profesional del policía debe abordar el conjunto de conocimientos y de habilidades cognitivas, emocionales y comunicativas que, articulados entre sí, hagan posible que el policía actúe de manera constructiva en la sociedad democrática colombiana, actuando con trasparencia y dentro de una cultura de legalidad, caracterizándose por sus valores éticos y morales que le permiten relacionarse con laciudadanía de una manera cada vez más comprensiva y justa, siendo capaces de resolver problemas cotidianos sin generar violencia, teniendo siempre presente los valores familiares, personales y sociales que orientan sus actuaciones y permiten revalidar los que no estén acorde a los principios y fundamentos del servicio policial.

En estos momentos en que atraviesa el mundo, la corrupción es unelemento común a todas las sociedades, situación que está exponiendo el progreso tecnológico y científico a un grave estado de peligro. En nuestro país no somos ajenos a esta problemática. Necesitamos que desde este centro receptor de mentes jóvenes, dispuestas a la formación y a la creación de cultura, se irradie a todo el país el fomento de principios y valores re- constructores de nuestrasociedad.

Sin embargo, debemos partir de la actual experiencia en la que los valores están en proceso decreciente, en franco debilitamiento situación que requiere conductas tendientes a rescatarlos partiendo desde los hogares. Los principios son conceptos fundamentales que rigen la conducta humana y los valores son la representación objetiva e instrumental de estos.
Es por esto que se hace necesariopredicar y practicar permanentemente los principios y valores éticos en nuestro entorno, para así, generar una conciencia renovadora de la vida en comunidad, basada en la solidaridad y el bien común.

TRANSPARENCY AND CULTURE OF THE LAW, RULES OF THE POLICE SERVICE

ABSTRACT

Thepolice training should address the range of knowledge and of cognitive, emotional and communication that coordinate between themselves, will enable the police to act constructively in a democratic society in Colombia, acting with transparency and within a culture of legality , characterized by their moral and ethical values that allow you to interact with citizens of an increasingly morecomprehensive and just being able to solve everyday problems without generating violence, always mindful of family values, personal and social that guide their actions and revalidate allow those who are not consistent with the principles and fundamentals of police service.

At this time facing the world, corruption is common to all societies, a situation that is exposing the technological and scientificprogress to a severe state of distress. In our country are no strangers to this problem. We need that from this center receiver of young minds, ready for training and the creation of culture, radiating across the country promoting principles and values re-builders of our society.

However, we must start from the current experience in which values are in decreasing process, in sharp weakeningsituation requiring rescue behaviors aimed at starting from the home.
