Resumen
Los sistemas naturales son holísticos e interconectados. En consecuencia, es esencial desde
el comienzo del proceso de planificación de los proyectos, determinar cuidadosamente qué
sistemas naturales serán afectados y qué aspectos del sistema socioeconómico puede ser
modificado. Normalmente se definen tres criterios para identificar impactos significativos
sobre el ambiente.El primero se refiere a la duración y extensión del área geográfica en la
cual se sentirá el efecto; el segundo criterio es el de reversibilidad; es importante establecer
con que rapidez un sistema natural podría deteriorarse y cuánto tiempo se necesita para
una estabilización o recuperación. Finalmente es importante evaluar la probabilidad de
ocurrencia del impacto. Igualmente existen otroscriterios que son relevantes para este
proceso de identificación de impactos, como es la naturaleza de los efectos, por ejemplo, en
la salud humana, en la productividad o cambios en la estructura y función de un sistema
natural. El paso siguiente es cuantificar, en la medida de lo posible, todos los cambios
biofísicos y socioeconómicos importantes que resulten del proyecto. Cuando tales efectos
nopueden ser cuantificados, al menos deberían ser señalados cualitativamente y
conservarlos en el análisis. De esta manera el objetivo de la evaluación de impactos
ambientales es predecir a futuro estados alternativos de recursos y ambiente, según el diseño
del proyecto elegido.

Abstract
Natural systems areholistic and linked up. Therefore, it is essential, from the beginning of
the process of the project planning, to carefully determine which natural systems would be
affected and which aspects of the social-economic system could be modified. Normally,
three criteria are defined to identify the significant impacts on the environment. The first
criterion refers to the duration and extension of thegeographical area where the effects of
the impact should be perceived; the second refers to the reversibility aspects to determine

how fast a natural system could be damaged and the length of time required for its renewal;
and the third relates to the importance of assessing the feasibility of the impact occurrence.
Likewise, other criteria are essential for the process of impact identification, such as the
nature of the effects, e.g. on human health, productivity or the changes in thestructure and
functions of a natural system. The following step is to quantify, as far as possible, all the
biophysical and social-economic changes of importance derived from the project. When
the quantification of such effects is not possible, they should at least be recorded qualitatively
and kept within the analysis. This way, the purpose of assessing the environmental impact
is to predict futurealternative states of resources and the environment, according to the
design of the chosen project.
