Executive Summary:
We are a medium sized police department in a town with a growing local university. The police department of the university has come to us in search of aid to their problems that have been recently discovered. It has been found that in or around the areas where tailgating for football games takes place, the crimes of larceny, alcohol poisoning, drunk driving, and even sexualassault have been committed and are on the rise. Because we as a department belong to an existing partnership between us and the university police, we have made the decision to design and implement certain methods and solutions to prevent these crimes from taking place, and eventually eliminating them entirely. Our proposed solutions are community-based policing which focuses on communitypartnerships, organizational transformation, and problem solving, and then problem-oriented policing, which addresses the roots of different problems through a deeper analysis, and presents a more wide range of possible solutions. Through community-based policing we look forward to not only working with the university police department, but to also reaching out to the student government, who will ultimatelygain us fast access to the entire student body. We will then geographically reassign officers to patrol problem areas around campus. Informational technologies such as surveillance cameras and emergency safety beacons will be implemented around the campus as well. After all of our efforts are dedicated to identifying the causes of the crimes and finding their solutions, we expect to see adramatic drop in the crime rates.


One of our objectives as a police department is to control and prevent crime. As chief of police I am responsible for a police department of medium size that covers a jurisdiction of about 100 square miles. At any given time there are a total of 1,000 officers either patrolling the city, at work inside the precinct, or even at the localuniversity. We work as hard as we can every day to serve and protect our community. However, reports have been flooding in from the university claiming various cases of larceny, excessive alcohol abuse and even sexual assault. It is our duty to collaborate with the police department at the university to address these crimes and implement the correct solutions in order to eliminate them.
As thetop law enforcement officer in this city I am responsible for leading the police force. My ultimate responsibility as a police chief is to protect the public and public property. I am in charge of a medium sized agency covering 100 square miles. There is a total population of 200,000, including 1,000 sworn officers in our jurisdiction. We also share responsibility with the University PoliceDepartment in our city. The University Police Department is a professional police department providing the same level of service offered by a municipal police department, as well as other services unique to the academic institution. The department is responsible for the well-being of everyone at the University, 24 hours a day. The average daily population served is 40,000 including students, faculty,staff, and visitors. The department works closely with administrators, students, faculty and staff to create and maintain a secure atmosphere. Our department’s jurisdiction includes the property of the University as well as streets and sidewalks nearby. Patrols are conducted throughout the University area twenty-four hours a day and span an area that includes over 1,000 acres of University-ownedproperty and surrounding streets.

Emergency response time is generally under three minutes to any location on campus. The University Police Department consists of 100 sworn Police Officers.
