Bill of Telecomunication and Service Postal.





Introduction.

The Telecommunications Act hasbeen subject to criticism, whether for or against but will undoubtedly be a difficult task to approve this project that the executive orders the National Assembly.

The bill promoted by theGovernment of Mr. Rafael Correa, generally in very good, covers large areas and encourages public and private companies to work for the benefit of the Ecuadorian people.



The main points addressed are:• The radio spectrum.

• Delivery, reversal frequency and democratization.

• Times frequency allocation.

• The creation of an Agency for Regulation and Control ofTelecommunications (ARCT).

The Constitution mandates that the State is responsible for managing the strategic sectors. The ARCT will have a directory like that are public companies.

If they say the ARCTis judge and jury, the same happens today with Conatel (National Telecommunications Council) where the Superintendent is also involved, and where their vote and the other members, you can passresolutions. Today there is Conatel, the Supertel and Senatel (National Secretary of Telecommunications).

Among other thing to note, indicating the mild sanctions, serious and very serious breach in thecase of an item which are excessive fining and no doubt, simply try to avoid them. It also refers aspect of convergence and technology neutrality.
