1) The flow of foreign capitals in Argentina had its origins in the increment of worldwide saving, which saturated the First World’s banks during the70’s. The accumulation of financial capital in central economies was summed by the reserves of “petrodollars”, which were finally taken to the occidental bank for greater security. As thisaccumulation reached a stalemate the International bank needed to reproduce the bank capital cicle and for this they were obliged to give loans to peripheric countries that got in great debt.
2) Martinez deHoz decided to freeze the wages as a deflationary plan, supported by repression of the unions. The result was that the purchasing power of wage earners fell behind as only wages were frozen while pricesand rates kept rising.
3) Perfipheric privatization was the name given to the way in which the neoliberalism of the economy was put at same level as the nationalism of the Armed Forces.
4) Thereform of 1977 consisted of three main basic things. First of all free interest rates, secondly a reduce in the state requirements for financial institutions, and last but not least more permissivenessat the flow of capital in our country.
Economical heads tried to form a circuit fluid enough to attract global liquidity, making credit easier, and encouriging the competition.
