Ladies and gentlemen
It´s an honor for me to speak to you today on behalf of the Haiti Republic.
We are convinced that taking care of theissue of Influence of drug trade and continental defense is important because this problem leads to another because when we talk about drug trade we need to talk about violence that these problem causes.The fact of being here today in this committee of OAS oblige us to talk about it.
As we all know the drug problem is now global and it affects the social and economic concepts in the countries.This involves everybody we cannot tell this is his/her/their problem. We need to support the others because if a country has this problem it may affect us.
We recognize that the U.S. Justice Departmentsays Haiti and the Dominican Republic are way stations for drugs coming to the USA from Latin America. The department says the number of drug planes landing in Haiti has been on the rise in recentyears and may get worse in the “after earthquake's era”.
The last evaluation of progress in drug control made by the multilateral evaluation mechanism (MEM) of this OAS reveled the efforts and the waystill to go in Haiti.
Haiti is party to the following international conventions:
* The inter-American convention against corruption, since 1996
* The inter-American convention against illicitmanufacturing of and trafficking in firearms ammunition, explosives and other related materials, since 1997
* The UN single convention on narcotic drugs, since 1961
* The UN against illicittraffic in narcotic drugs and psychotropic substances, since 1988 and
* The UN convention against corruption, since 2003
This oblige us to work hard on a national anti-drug strategy but we needthe help of the international community to get funds not only for the strategy itself but for the Institutional Strengthening of the police and the justice departments. The moment that the Parlment is...
