Abstract


This paper takes as a case study the document Vision Colombia II Centenario: 2019 where two guiding principles are formulated and four strategic objectives to make Colombia in 2019 a more efficientstate to provide welfare and opportunity for all citizens, with equity, justice and equality. To achieve these objectives, the National Planning Department formulates specific goals that are targeted to be reached in 2019. From reading and analyzing the document a consistent prospective exercise is underway in identifying for each of the selected goals, some trends and breaks for predictingfuture scenarios medium term, what the likely to occur, that would achieve the goals and achieve objectives. The breaks or changes needed for the desirable future to materialize, leading to reflect on the budget that will be necessary to advance provisioning programs, encourage research, promote civic culture, improve the quality of education, strengthen public health policies, employment,competitiveness and development. The economic leverage or source of income that the state needs, it is stated in general terms at the end of each target as a possible solution for obtaining resources.

Introduction


The analysis of the four objectives that form the executive report Vision Colombia II Centenario: 2019, from the research exercise thatleads to the identification of trends and argument breaks in each of the goals analyzed allows reasoning on forecasting and anticipation future events that will be important in the history of Colombia. The future events that appear at each step of the research conducted confirmed a highly promising scenario for the country, certainly full of difficulties and countless areas for improvement, butalso full of opportunities and challenges to achieve with effort and dedication, better conditions wellness for all Colombians.

The prospective exercise in advance for the knowledge gap that had until 2005 regarding future planning of the great challenges faced filled the National Planning Department, to take the country to integration with the globalized world and interconnected with new andefficient information technology, which until 30 years ago were unthinkable. A further to the magnitude of the proposed goals challenge is achieving the necessary resources to ensure compliance.

Development Plans built to four years for each elected president will be a thing of the past, Vision Colombia II Centenario: 2019, allow change our culture of short-term vision of desirable future. We, thepeople of this present, who take the decisions that will make the morning a Colombia more equitable and inclusive, egalitarian and better educated on the continent.
