Elite is a group or class of persons or a member of such a group or class, enjoying superior intellectual, social, or economic status. The best or most skilled members ofa group.
Research question
Japan and Singapore have been living a huge economic success. Leaders of those countries have played a fundamental role on the consolidation of their economics. However,at the same time they consolidated their countries as powerful; they consolidated themselves as elites that have been ruling Japan and Singapore for years. Both countries are in different stages oftheir political life. Japan is considerate a democracy while Singapore is not.
Can democratization change the composition and roles of elites? Did democratization changed Japanese elites? What isgoing to happen with elites in Singapore if they move to democracy?
Arguments
Both Nation share many characteristics that help elites to be in power.
a) Economic success
b) Welfare stateSocial system whereby the state assumes primary responsibility for the welfare of its citizens, as in matters of health care, education, employment, and social security
c) Belifs
“Confucianassumption that in times of crisis and educated elite is better equipped to act in the public interest than the people themselves” (pg 84, Wood)
d) Not ethnic problems
Japan is a homegeniuos societySingapor has 75% chinese people, but has not problems with any minority.
Accoring to Putman, the analytical model of classical elites.
1. Political power is distribuited unequally .
2. PeopleFall into two groups.
3. The elite is internally homogeneous, unified, and self-conscious.
4. The elite is self-perpetuating and is drawn from a very exclusive segmente of society .
5. Theelite is essencially autonomous.
