Governments of the Republics of Chile, Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua, resolved to:
* Strengthen thebonds of friendship and spirit of cooperation among their nations
* Contribute to hemispheric integration
* Establish clear and mutually advantageous rules governing the promotion and protectionof investments and their trade in goods and services
* Respect their rights and obligations under the Marrakesh Agreement Establishing the World Trade Organization (WTO) and other bilateral andmultilateral instruments of integration and cooperation
* Create an expanded and secure market for the goods and services produced in their territories
* Avoid distortions to their mutual trade* Increase new employment opportunities and improve the living standards of their people
* Promote economic development in a manner consistent with environmental. Preserve their capacity tosafeguard the public welfare
* Establishing a free trade zone;
* Encouraging goods and services trade diversification and growth between the parties
Background
On October 18th 1999, inCiudad de Guatemala, the Presidents of Costa Rica, El Salvador, Honduras, Guatemala, Nicaragua and Chile met for signing the final text of the Free Trade Agreement between Chile and Central America.Although is defined as a multilateral agreement, is actually a series of agreements between Chile and each of these countries, as a general framework was negotiated between Chile and the regionalbloc. Subsequently, through bilateral negotiations, there were defined protocols of the particular characteristics of trade openness with each of the countries (individually).
It was in the context ofthe Second Summit of the Americas held in Santiago, Chile in April 1998, where former Presidents of the Republics of Chile, Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua agreed to help...
