Executive Summary
The InformationTechnology Master Plan is an outgrowth of the Centennial Strategic Plan to provide a blueprint for the future information technology at Youngstown State University. It utilizes an integrated approach for the use of technology to meet the academic, research, student-services, and administrative goals of the University. The Plan establishes a vision for Information Technology Services that will keep pacewith an evolving, interactive, student-centered and collaborative electronic learning environment, providing seamless access to data, information, and knowledge in an effort to meet the needs of the University community. The Plan is guided by the Information Technology Services Vision and Mission Statements to provide the infrastructure and support necessary to enable the University community to useinformation technology effectively to facilitate the institutional mission of providing “open access to high-quality education through a broad range of affordable certificate, associate, baccalaureate, and graduate programs.” Information Technology Services will be dedicated to providing responsible leadership, delivering quality services, maintaining a high level of satisfaction in the deliveryof these services, strengthening communication, and developing productive partnerships to further enhance the technological environment. A comprehensive Information Technology Doctrine was developed within the Plan to establish overriding principles that provide the foundation for an ongoing University-wide information technology planning and implementation process. The eleven principles of thisdoctrine are: A. An effective organizational structure is essential for campus leadership and management of a rapidly evolving technological environment; B. The efficiency and effectiveness of academic and business support services requires compatibility and integration between technology systems and applications; C.
