During the past years, different interpretations about who is to blame for the cold war have developed. From an Orthodox point ofview, the Marshall Plan was simply created to “prevent the Soviet control of larger areas of the world that they already controlled,” as claimed by Clark Clifford who was Truman’s most important advisor.The USA certainly did not want to start another war; they were just defending themselves and containing the expansion of Communism to avoid a one-party dictatorship all over Europe. “President Truman,even went so far as to offer communist Moscow a place in the Marshall Plan” (Gelb, 2102) The best way for them to achieve this was through the Marshal plan and the Truman Doctrine, which helpedEuropean countries fight against imposed Communism.
On the other hand, the Soviet historians believed the USA was to blame because “Russia needed to feel secure on his western frontiers from any renewalof German aggression,” as Winston Churchill stated in 1946. This meant that they were only protecting themselves, while the USA wanted to expand American Imperialism through Europe. “Greece and Turkeywould be turned into American military bases,” implied British diplomats in 1947. This was exactly what the USSR was trying to avoid; influence from other countries.
