La política fiscal y el crecimiento económico en México1

Resumen
La crisis financiera actual ha mostrado la gran dependencia de la economía mexicana
respecto de las economías externas, sobre todo la norteamericana; para combatir los
problemas económicos nacionales, el Estado tiene como instrumentos lapolítica fiscal
y la política monetaria, y éstas deben contribuir al crecimiento económico del país. El
presente artículo tiene como objetivos analizar la estructura y evolución de la política
fiscal en México, así como determinar el impacto sobre el crecimiento económico e
identificar sus principales problemas. Para cumplir con ello, se utilizó información
de la Secretaría de Hacienda y CréditoPúblico y el Banco de México; y como instrumentos de análisis la tasa de crecimiento, la regresión múltiple y elasticidades.
Los resultados indican que el gasto público disminuyó a fines de los ochenta y
hasta mediados de los noventa, pero en los últimos diez años éste ha presentado importantes crecimientos. Con respecto a los ingresos públicos, ha presentado fuertes
incrementos derivados de unainnumerable cantidad de reformas fiscales así como
de la fuerte participación de los ingresos petroleros. A pesar de lo anterior, la política
fiscal tiene muy poco impacto en el crecimiento de la economía, debido a la deficiente

aplicación del gasto público, a la fuerte dependencia de los ingresos petroleros y a la
baja captación tributaria. Con respecto a esto último, la bajacaptación tributaria se
debe al alto crecimiento de la economía informal, por lo que es fundamental analizar
estos problemas para realizar una reforma fiscal que impacte en mayor medida a la
economía y bienestar del país

The fiscal policy and the economic growth in Mexico
Summary
The present financial crisis has shown the greatdependency of the Mexican
economy with the external economies, mainly with the North American economy; in order to fight the economic problems of the country, the State has as
instrument the fiscal policy and the monetary policy and these must contribute
to the economic growth of the country. The present article aims to analyze the
structure and evolution of the fiscal policy in Mexico, as wellas determine the
impact on the economic growth and identify its main problems. In order to fulfill
these objectives, it was used information of the Secretariat of Property and Public
Credit and the Bank of Mexico; and analysis instruments the rate of growth, the
multiple regression and elasticities.
The results indicate that the public cost was reduced by the end of the eighty and
until midnineties, but in the last ten years this one has presented important growth.
With respect to the income public, it has presented strong increases derived from
an innumerable amount of fiscal reforms as well as the strong participation of the
oil income. In spite of the previous thing, the fiscal policy has very little impact in
the growth of the economy, due to the deficient application of the publiccost, to the
strong dependency of the oil income and to the low tributary pick up. With respect
to this last one, the low tributary pick up must to the high growth of the informal
economy, the reason it is basically to analyze these problems to realize a fiscal reform
that impacts more to the economy and welfare of the country.
