To develop operations of charge NON-SCHEDULED in the Republic of Paraguay, there are 2 options:

OPTION A: Is the operation of a foreign company with flights to Paraguay.-

This operation requires of ….. considerations:

1.- For you can register that in Paraguay the requirements are set out in Resolution 129 of the DINAC:

Request for authorization to operate.

1) Certificateof air operator (AOC); (country of origin)

2) Designation of authorized airline company for the operation of route to Paraguay;(which is the holder of AOC)

3) Designation of a legal representative in Paraguay, (it can be a matter of branch or the Paraguayan company with the CESA, which leases the flight )
4) Operations Manual of the company ; and5) In case of not having their own organization for ground support to the operation of the aircraft, a copy of the agreement of provision of contracted services. (Can be operated with a letter of intent of contract with a third who takes care of it as far as this is necessary for freight).

Non-scheduled Operations.

(a) Each foreign air carrier authorized to make irregularflights should conduct their operations within Paraguay in accordance with the standards and recommended practices in Part I of Annex 6 of the OACI and according with applicable provisions of this rules. The foreign airline, or its representative in Paraguay, it must complete and send to the DINAC, along with each flight request, the declaration of responsibility contained in Appendix B.Non-scheduled operations do not require operational specifications.

2. The aircraft employed by the foreign company must satisfy the following requirements:

Certificates of Airworthiness and Registration.

a) Certificates of Airworthiness and registration valid, issued or rendered valid by the country of registry of the aircraft .-

b) Display the marks of nationalityand registration in the outer parts as recommended in the Annex 7 to the Convention of Chicago.

c) Each operation must be conducted within the limitations of maximum weight for the aircraft and the operation approved by the manufacturing country of the aircraft.

Requirements for aircraft.

No foreign airline, can perform operations between Paraguay and abroad,unless such operations are made using aircraft that comply the following requirements for airworthiness and operating:

(a) Annex 8 and Part 1 of the Annex 6 of the OACI; or

(b) Rules of Certification applicable to the aircraft or similar rules issued by the country of registry of the aircraft or by the operator's country.

Each foreignairline, whose aircraft landing at or take off of Paraguay in private charter operations, must adopt and use a security plan approved by the DINAC for conducting such operations and will be responsible to the Paraguayan authorities compliance such plan.

Each safety plan required must be prepared in order to, among other things:

(1) Prevent or stop a person carries along, or ifit is easily accessible with baggage, any explosive, incendiary device or deadly weapon or dangerous, except as established by Section 129.27 of this regulation. In order to this purpose is acceptable screening of passengers and hand luggage or the use of special devices for the detection of prohibited items.

(2) Prevent the unauthorized people access to their aircraft; and(3) Ensure that baggage and cargo shipped will be accepted by a person authorized by the company, responsible for handling within the rules of the security plan approved for airline company.
