Wisp Proposal Comments
1) SPECTRUM Allocation and Perils of an ISP/WISP in Mexico.
There are technologies available to set up an internet node with wireless service tousers. (I refrained from using the term “subscribers”). The first question that comes to my mind is not equipment but spectrum. What band could be used? In Mexico, regulations define two types ofspectrum uses for Broadband. “Uso Libre”=unlicensed band y “Uso determinado”= licensed band.
It is my understanding that the unlicensed frequencies are free for all, but if a paid access service isprovided, then additionally a “concession” = service provider permit is required. These permits are not forthcoming as much as I know but need to find out. I suggest not to underestimate the legal problemsof establishing a wireless ISP. (A school of law, telecommunications law, may be a welcome partner)
There have been plans, and deployment of internet access by Mexico´s government is the last 11years.
One of them is “e-méxico”. In year 2000, only 255 cities could Access internet for the cost of a local call. In year 2003, 2443 so called “Community Digital Centers” CCD through a satellite networkoperated across the country. The total number for 2007 is 8,790 CCD. The first contracts were awarded to the service provider requesting the lowest subsidy. A sort of PPP (Public Private Partnershipsquite liked by banker to provide capital) I remember talking to the CEO of one of these, associated with IUSACell, who told me they were losing money in spite of Government subsidy. The reason beingthat collecting for the use of the CCD was more expensive than the revenue collected! (Using satellite you need no road to access for the radio signal. A collector cannot be sent via radio-waves!Another point is what kind of WISP we want to develop.
