Identification of the problem:

Introduction:
Last year 1.595 people died in traffic accidents, almost 18.000 in the last 10 years, and although the statistics show a decrease in the numbersince the year 2004, the pain that those loses left hasn’t decreased at all, this sad statistics along with personal experiences at driving has guided me to conduct this research in order to find something that many people would classify as silly, but that I´m quite sure that the families of those who have passed away would like it to have occurred before: The way to avoid traffic accidents, in thisis the purpose of this research, where throughout data analysis and comparisons on this subject I would try to impulse legislation and politic analysis to finally figure out a solution to something that should never have happened.
Purpose:
The purpose of this research is to determine the causes and provide a possible solution to the increasing amount of accident involving motorized vehiclesand pedestrians in Chile, especially in the city of Arica, throughout applied research will ask, measure, and finally state if our Hypothesis can be a plausible solution to this emblematic problem of our society nowadays.
General Objective:
The general objectives of my Investigation is to gather, measure and finally interpret information about the field that my research covers, all the aboveconsidering different “sub-sources” –if we can name them in that fashion- like law projects and web resources coming from the selected model country, EEUU, that in one way or other has successfully applied valid methods to solve similar problems in it´s states.
Specific Objective:
The first specific objective is to provide, through the proper observation and comparison of other models around theworld a trust worthy and feasible solution to the problem of traffic accidents in the city of Arica, since this problem is increasing in frequency and its results are more tragic every time.
The second specific Objective, depends on the results obtained and it is the application of “the possible solution” not only in this city but countrywide since the problematic of traffic accident is not only alocal matter but rather national.

Statement of the problem:

The problem that I chose to study has to do with the increasing amount of traffic accidents registered in Chile over the last 10 years, being the most common cause the human factor, this fact has been demonstrated scientifically, that, over the 80% of the accidents has as a main cause the human being, for this reason Iconsider that the current system of license certification has responsibility in this matter because of the unregulated certification of drivers that seems not to be prepared for this high responsibility on streets and that fact is demonstrated by the increasing rate of accidents in the last ten years.

Restatement:
“The excessive amount of non-qualified, unprepared, reckless BUT LICENCEDdrivers on the streets is the cause of most of the traffic accidents in the city of Arica”
The research questions:
How is a potential Driver Educated in former Driving schools?
Through what methods the actual Driving License certification System determines an Individual´s ability and capacity to be on the streets?

What is the most common variable in traffic accidents according to the statistics?How drivers are psychologically evaluated?

How does the current legislation fine driver involved in accidents?

Hypothesis:

“A higher difficulty test Driving License Certification System that includes psychological examination along with higher fines and a system of licenses with points will result in a gradual decrease in the percentage of accidents in Arica.”
