INTRODUCTION

Today we live the third revolution, computer or information-represented by the computer-which no doubt willgenerate the creation of a new world order in which national borders tend to blur and the concept of the big global village becomes more force, for the above globalization can be seen only from an economic and not only this aspect is seen as advantageous or disadvantageous for some and for others.
