The fight against tax evasion and smuggling is presently a central topic in the political agenda of Latin American countries because of their high impact on economic stability, development strategiesand governance in general. Although tax control or monitoring strategies are basic in this fight, it is clear that efforts to control tax compliance and to create a credible risk in the face ofnon-compliance are not enough to overcome evasion practices. A tax culture that enables citizens to regard tax duties as a substantive responsibility consistent with democratic values is needed. A higherlevel of civic awareness concerning tax compliance, along with a perception of effective risk because of non-compliance will enable nations in the hemisphere to reduce the high levels of evasion andsmuggling.

La lucha contra la evasión fiscal y el contrabando es actualmente un tema central en la agenda política de los países de América Latina, debido a su alto impacto en la estabilidadeconómica, las estrategias de desarrollo y la gobernanza en general. Si bien el control fiscal o estrategias de seguimiento son fundamentales en esta lucha, es evidente que los esfuerzos para controlar elcumplimiento tributario y crear un riesgo creíble ante el incumplimiento no son suficientes para superar las prácticas de evasión. Una cultura tributaria que permite a los ciudadanos consideranobligaciones tributarias como una responsabilidad sustantiva coherente con los valores democráticos que se necesita. Un nivel más alto de conciencia cívica sobre el cumplimiento tributario, junto con unapercepción de riesgo eficaz debido a su incumplimiento podrá permitir que las naciones del hemisferio para reducir los altos niveles de evasión y el contrabando.
