INTRODUCCION

A continuación veremos lo relacionado a la Doctrina de Monroe, siendo como es, exclusivamente una declaración política norteamericanaindicando expresión del derecho de la autoconservación y que, de ninguna forma se considera un cuerpo de doctrina internacional, ni como un entendimiento regional, pues no ha sido recibida con aquiescencia de los demás países.
La Doctrina Monroe no es aceptada como un arreglo regional de tal forma que a continuación hablaremos del Texto y su principal mensaje.

ANTESCEDENTES DE LA DOCTRINA MONROELa Doctrina Monroe es sin duda uno de los grandes temas de la historia de las Relaciones Internacionales del continente americano. Originalmente fue parte del mensaje anual del presidente norteamericano James Monroe al Congreso de los Estados Unidos del 2 de diciembre de 1823; con el tiempo se convirtió en parte fundamental de la política exterior norteamericana.
