In 1700, according toWringles article and as we can see in the table above, there are enormous differencies between urbanized population in England compaired to Spain, as a model of the rest of the countries in Europe.Analisyng this a bit further, we can appreciate that Spain, representing the rest of Europe, does addapt to the De Vries’ empirical research because the difference in their population is proportional tothe difference in their Rank orders. In this way, Sevilla has a half of the population of Madrid, Valencia has a third of Sevilla’s and so on.
On the other hand, England follows a different patternas most of the population was extremely concentrated in London, leaving the other important cities with a much lower population than the European average.Therefore, England will be an exception to DeVries rule.

Compairing urban hierarchies for 1600, 1700 and 1750, we differenciate three different periods, taking as an example Europe cities as a whole. In the first period, from 1500 to1600, cities were having trouble to grow because of the huge importance of the agricultural sector in the economy and the rural character of most of the cities.People were mostly employed in theagricultural sector. Only big cities such as London, Madrid or Amsterdam were able to achieve an improvement in population growth because they assumed urban functions.
