Introduction
Projects have traditionally been managed through a classic functional hierarchical type organisation structure (Burke, 2003). However, projects have different characteristic that make them unique. A project is a temporary endeavour undertaken tocreate a unique product or service (Institute, 1996). Projects have a defined start and finish which gives them a defined life-cycle.

Considering these unique aspects of projects, then the industry has evolved to a different approach so called, management by projects. This is the approach with which has been developed this assignment.

The activity of project management can be described in termsof its component processes, conveniently defined by the PMBOK as nine knowledge areas: Integration, scope, communication, time, cost, procurement, quality, HRM and risk.
Project Specification
Project specification, also called project charter, is the first step of the project planning and control cycle. The project charter officially acknowledges the start of the project. It should include theelements of the PMBOK which determine the deliverables of the project (scope, time, cost and quality) and also the means to achieve them (defined by PMBOK as: integration, HRM, communication, risk and procurement).
