1.0 Introduction
Effective implementation of the Bechtel Core Processes requires an understanding of the key cornerstones of Bechtel’s Environmental, Safety and Health (ES&H) program and a commitment to making ES&H excellence a personal and company value. These are listed as follows:

• The “Zero Accidents” philosophy
• Corporate ES&H policy statement, (a related corporate level managementinstruction)
• ES&H Management System linked to standardized core processes
• Project/facility ES&H Execution Plans

Accordingly, every employee involved in applying the Core Processes should carefully review the information provided in the following sections to validate that their approach is aligned with Bechtel guidance and to calibrate their personal ownership and involvement insupporting Bechtel’s overall ES&H initiatives and program goals.

2.0 Zero Accident Philosophy
The “Zero Accidents” philosophy is founded on the belief that every occupational injury/illness is preventable and that the commitment to totally preventing and eliminating injuries/illness must be constantly pursued on a daily basis and integrated into every aspect of work planning and work execution. The“Zero Accidents” philosophy statement, objectives and ownership expectations are displayed in Figure 1.

3.0 Corporate Policy and Management Instruction
Bechtel Policy 111 and Management Instruction 111.01 describe the company’s dedication to ES&H effectiveness and outline corporate ES&H responsibilities for Bechtel Global Business Units, Corporate Services and EPC Functions engaged inproviding services to Bechtel customers. 4.0 ES&H Management System
Bechtel’s ES&H Management System was established to assure consistency in governance, uniform application of standards (such as the core processes),and common
approaches to ES&H risk management over the full life cycle of project development. This standardization is expected to result in increased protection for all personnel and the environment.

As an integrated system, the Bechtel corporate ES&H management system provides a continuous, seamless basis for ES&H management that bridge across all aspects of our business as well as allphases of project development, from development of proposals through construction, startup, and operations. This linkage is based on the recognition that prevention is often the best and most effective means of reducing ES&H risk.

The ten principle elements of the Bechtel ES&H Management System include:

4.0 Project ES&H Execution Plans
Per ManagementInstruction 111.01, every Bechtel Project/Facility ES&H Execution plan must be based on the specifications delineated in the Bechtel ES&H Core Processes as well as all applicable legal and regulatory ES&H requirements. In the event of conflict between Bechtel and legal/regulatory standards, the more stringent will apply.
