ALCA/IIRSA, Plan Colombia y el Eje de Desarrollo Occidental

Resumen
La extracción minera, en especial, la explotación del carbón, dentro del modelo
primario exportador, es el elemento estructurante y dinamizador del Eje de
Desarrollo Occidental de la República Bolivariana de Venezuela, diseñado
dentro del Eje de Integración Andina, uno de los doce ejes de integraciónpropuestos por el Banco Interamericano de Desarrollo y la Corporación Andina
de Fomento, dentro de la estrategia de la Integración de la Infraestructura
Regional Suramericana (IIRSA) y el Área del Libre Comercio para las Américas
(ALCA).
Es la banca, regional y mundial, y las multinacionales mineras, con el visto
bueno del Estado venezolano, los encargados de la construcción y
financiamiento detoda la infraestructura exigida para transformar el estado
Zulia en un verdadero enclave minero exportador.
Dentro de esta estrategia de desarrollo exógeno, buscando los puertos por
desarrollar en el Lago de Maracaibo y el Golfo de Venezuela, como Puerto
América, se ubican las vías ferroviarias, un sinfín de nuevas carreteras por
construir desde las minas por explotar a cielo abierto enPerijá, La Guajira y en
el noreste y sureste colombiano y la hidrovía binacional río Catatumbo, Lago y
Golfo.
Desde la dinámica impuesta por el Plan Colombia en la zona, el impacto sobre
la soberanía, así como el cultural, social y ecológico originados por el Eje de
Integración Andina/Eje de Desarrollo Occidental, harán del estado Zulia una
zona de sacrificio, pues las propuestas del Gobiernonacional de los llamados
núcleos endógenos sólo servirán como amortiguadores de dicho impacto.

Abstract
Mining activities, especially coal exploitation within the primary exportation
model, is the structural and motorizing element of the Western Development
Axis of the Bolivarian Republic of Venezuela. This is designed within theAndean Integration Axis, one of the twelve lines for integration proposed by
the Inter-American Development Bank (BID) and the Andean Development
Corporation (CAF), itself included in the Strategy for the Integration of the
Regional South American Infrastructure (IIRSA), and the Free Trade Area of
the Americas (ALCA or FTAA).
World and regional banks, and the multinational mining corporations–with the
approval of the Venezuelan government- are in charge of the financing and

building of the whole infrastructure required to bring the State of Zulia into a
proper mining-exporting enclave.
Within this strategy of exogenous development, there is a number of new
harbors –like Puerto America- to be developed in the Lake Maracaibo regionand the Gulf of Venezuela. Communications with the harbors will be optimized
by new sailing facilities from the Catatumbo river to the Gulf, railways systems,
and numerous new roads to the coast, opened from the projected coal mines
in the Perija range, the Guajira Peninsula, and the adjacent parts of Colombia.
The dynamics imposed in the area by the “Plan Colombia”, its impact overVenezuelan national sovereignty, as well as the cultural, social, and ecological
consequences of the Andean Integration Axis/Western Development Axis, will
make the State of Zulia a sacrifice zone, where national government policies to
develop the so called “endogenous nuclei” will only serve as buffers for such a
great impact
