HACIA UNA VISIÓN PROSPECTIVA



RESUMEN
Esta investigación de carácter documental, tuvo como propósito
reflexionar sobre la visión que poseen sobre la función gerencial los
directores de la Educación Básica. A partir del análisis de fuentes
oficiales, en las cuales el Estado venezolano establece dichas funciones
entre 1980 y 1990, a través de la Constitución Nacional de la RepúblicaBolivariana de Venezuela (1999), Plan de Estudio y Evaluación del
Rendimiento Escolar, el Modelo Normativo (1987), la Resolución
sobre el Régimen de Supervisión Educativa (1983), la Ley Orgánica de
Educación (1980), el Diseño Curricular de Ensayo para la Educación
Técnica Profesional en el Nivel de Educación Media y Diversificada
(1992) y el IX Plan Decenal de Educación (1993). Se utilizó elmétodo
hermenéutico para el análisis de la información. El estudio arrojó las
siguientes conclusiones: (a) el supervisor debe elaborar un plan de
trabajo de acuerdo con los objetivos que se persiguen en la acción
educativa y poseer una sólida preparación integral, capacidad creativa
y crítica, liderazgo, con buenas relaciones humanas, para que pueda
crear un clima organizacional armónico quecontribuya al crecimiento
del personal académico; b) la función de la supervisión concebida como
un proceso de fiscalización e inspección requiere ser revisada y adaptada
a las concepciones actuales que la dinámica social y educativa exigen
ante los desafíos históricos, es decir, la supervisión vista desde una
perspectiva holística o integral, que fusione el hombre, la institución y lasociedad; y, c) la acción supervisora de la gerencia educativa amerita ser

redimensionada, pues el docente de Educación Básica (especialmente)
debe pasar de objeto a sujeto, incorporado activamente al proceso de
transformación y evolución del hombre y la sociedad.

ABSTRACT
TOWARDS A PROSPECTIVE VISION OF
EDUCATIONAL MANAGEMENT AND SUPERVISION
The purpose of this research was to examine the vision basic education
supervisors have about the management function. The study analyses,
from an hermeneutic approach, several national data sources: a) official
(government) sources between 1980and 1990; b) the Venezuelan
Constitution (1999); c) The National Study and Evaluation Plan for
Education Performance; d) The Resolution on Education Supervision
(1983); e) The Normative Model (1987); f) The Education Law
(1980); g) The Tentative Curriculum Design for Professional Technical
Education at Medium and High School Levels (1992); and, h) the IX
Decennial National Plan. Theevaluation of the results produced the
following conclusions: 1) the supervisor must elaborate a working
plan according to the established objectives of the educational action
and posses a solid integral preparation, creative and critical capacity,
leadership, good social skills, in order to create an harmonic working
environment that will contribute to the personal development of the
academicstaff; 2) the supervision function, understood as controlling
and inspection process, requires a constant revision in order to be adapted
to current conceptions determined by the interaction of the social and
education dynamic and the challenges posed by the historical moment,
in other words, supervision seen from an holistic and integral perspective
that fuses the individual, the institution andthe society; and, 3) the
supervision action exercised by the educational management must be
